My first guess would be that you are out, or almost out, of archive
space.  Never seen one of these from a VMS, only VM, so not sure.
 
Talk to your LISTERV postmaster/administrator/maintainer/whatever-is-the-
phrase-du-jour about it.
 
If you can't do that, try dumping a bit from your archives, see what happens.
