There is the rub, Pete: not many listowners impose penalties for excess
quoting, they just beg and plead that it not be done, to no avail.  I
would like to impose penalties, I *could* get the excess quoting stopped
while keeping the lists alive, but my coowners, one per list, would not go
along with it.  That leaves begging for compliance and it does not work.
One of my co-owners has seen so much of the excess quoting that she
accepts it as normal and does it herself.
