Not entirely:

The "QUIET" prefix only is in relationship to the issued command output, and not an on-going list posting notification.

For that, you need to update the template:

Message sent to user when posting is forwarded to editor (POST_EDITOR).

Add the folllowing to the top of that section with the one-line text:

.QQ

which would inhibit any moderation ack back to the poster,

YMMV -- This is controversial by some list-owner standards.
