That is normal unless you turn off formatting in that particular template
form with the documented .FO OFF command.

You need to be more specific about which template form you are talking
about.  If you have a subscription by owner mailing list, the SUB_OWNER
template form does not (as documented) allow any formatting whatsoever
(it is what we call a "linear" template).  Otherwise the SIGNUP1, ADD1,
and $SIGNUP templates do allow you to format the output.  But I'm guessing
you're talking about SUB_OWNER from the reported behaviour.
