LOCKing the list is not the same as HOLDing the list.  It is
my understanding that the LISTSERV commands against the
subscriber db are is what is prevented, NOT the distribution
(unless HOLD).
 
If the list is principally static and is a broadcast medium,
then no list subscriber processing really needs to be done
by the power of LISTSERV.  Simply use the LISTSERV power
users' feature of DISTRIBUTE MAIL "job."  This is
functionally a mail/merge app.
