Yep, that's right. Every subscriber is an editor, therefore they are
exempt from the limit.

That's why my list is Send=Public Default-Options=REVIEW and I set
new subscribers to NOREVIEW once they've demonstrated that they
belong on the list. Note that this only works in 1.8d, because I
think 1.8c will not apply the default-options to non-subscribers.
