Will this work even if they are only subscribed to one topic...
I guess I'm asking can I force a message to all even if they are not
subscribed to all topics.

Nope. The reserved topic ALL is used in that circumstance e.g.,
SUBJECT: ALL: blahdy-blah-blah
Remember:
DIGEST subscribers get all postings regardless. NOMAIL subscribers get no
postings, even if they are the poster and in REPRO mode.
