I want to use CONTENT_FILTER to filter out messages that contain 
excessive quoted text.

However, it seems as though CONTENT_FILTER is  not defined for my 
list. That is, it does not appear in the list of forms on the template 
management page.

It's listed as "optional" in the List Owner's Manual.

It also seems that if I want to use CONTENT_FILTER, then I'd certainly 
want to make use of BAD_CONTENT, which is also not defined for my 
list.

How does one define a template form? Is this something a list owner 
can do? If so, what publication tells me how? If not, who can do this?
