The school I'm at, had the same problem of not being able to carry listservers.
I ressolved that problem by contacting one of the larger listservers in the
same city. After explaining the situation to the postmaster, he allowed me to
start the listserver on his machine. My advise, find a place that already
carries several listservers and contact the postmaster at that institution.
