Will this work?
A* wildcard can be used in the e-mail address to set options for multiple subscribers in a single command. Use *@* to indicate that you wish the options set for all subscribers.

LSTOWN-L readers,

How do I modify this command

SET <LISTNAME> SUBJECTHDR

so that it will automatically be applied to all subscribers to the list?

I believe that if I also put QUIET at the beginning, then they will not be bothered by a technical notification, right?
