stdcmd.file on the server is out of date.  It's probably been
a while since you fetched a copy of common.tar and installed it.
When you do be careful if you have anything in site.catalog.
There's an empty site.catalog in common.tar and make update
will use it to replace yours if yours has an "older" time stamp
on it.
