Yes.  This limitation applies to any MIME message (e.g. Plain-Text message with
attachment).  The forthcoming new version LISTSERV 1.8e will correct this by
allowing you to declare separate Top/Bottom banners for MIME messages (usually
HTML) vs. the existing Banners which are for Plain-Text messages only.
