As with many things about computers, it can be hard to say what is the
"best" way to do something. Usually there are several ways. In answer to
your question, Send= Editor,Hold directs messages from subscribers and from
non-subscribers to the Moderator(s) for approval. The combination of
Send= Private
Default-Options= NoPost, Review
will reject out-of-hand all messages from non-subscribers. Most
Subscribers messages will also be rejected out-of-hand due to the NOPOST
option. Only messages from the select few set to review will make it to
the Moderator(s). That seems to be what the List Owner wanted.
