ORBS is an organization that tests mail servers to see if they can be
hijacked by a SPAMer.  If they are insecure they are listed in the ORBS
database and other mail servers can be programmed to reject mail from
those sources.

It is a PIA, but a noble idea.  I think it works more by blackmail than
anything else.
