It means any userids that follow QUIET:, are to be treated as
owners with full rights of ownership w/o any of the
responsibilities.  Any generic list-management generated e-mail
will not be directed towards those QUIET userids.  Examples:
 
  Email to: OWNER-listname redirects mail to the operand(s) of
  list definition keyword * ERRORS-TO=.
 
  EMail to: listname-REQUEST to the list of non-quiet owners
  (with a nastygram, 'er polite/information 'bot msg to the sender).
 
Typically the ERRORS-TO= operand defaults to OWNERS which means
all non-QUIET owners.  (Had the singular OWNER been specified,
then the first non-QUIET owner.)
