Probably two dozen addresses at most, but these will change over time. We're willing to put up with unauthorized internal posting attempts.
These lists are LDAP-based and could contain subscribers outside our "Service" area. We just won't accept outside postings. Since this is a dynamic list, we don't support feed customization or unsubscribe requests.
Do you still feel Service= is preferable to Filter=?

I want to use
Filter= Allow,*@csulb.edu
but still have all messages sent to the moderators.
1) The keyword reference doesn't specify whether wildcards are permitted with Allow.
2) Does Filter= bypass list moderation?
