I've had problems with long titled lists on VM/CMS too.  If you
want to do something immediately, try changing the list title to
something real short.  Or for the individual user, have them
issue a
 
SET listname IETF
 
of course there are some other side-effect(s) which might
be equally undesirable for that individual.
