Have a top-level list whose default is NOTEBOOK= NO,
TOPICS= ARCHIVE, DEFAULT-TOPICS= ALL,-ARCHIVE with
the usual subscribers and the psuedo subscriber
ARCHIVE ...
 
The latter is another list.  It's top-level
subscription option is SET listname TOPICS: ARCHIVE
 
It's own list definition includes a NOTEBOOK= YES.
 
Thus, folks who want their submissions archived
must use a
 
SUBJECT: ARCHIVE: xxx yyy zzz
 
when they e-mail the (top-level) list
