No it doesn't.. surely Randy is aware that setting all subscribers to
REVIEW.. and putting that in the default options to catch new subscribers
would make the list totally moderated.  All posts to the list by subscribers
would have to be approved by the listowner(s)/moderator(s).  and posts
to the list by non-subscribers would be rejected with the "YOU ARE NOT
AUTHORIZED.. "

Since I assumed, perhaps wrongfully, that Randy was aware of REVIEW.
