If you want the subscriber to be read-only:
QUIET SET listname NOPOST FOR userid@node
or if they should be moderated:
QUIET SET listname REVIEW FOR userid@node
Please note, that you are affecting the userid and NOT exactly the PERSON
-- people are not userids and userids may not be people i.e., we often
equivalence the two, but on some occasions, they are not.
If you are a LISTSERV host maintainer and want to ban the userid@node
from *any* LISTSERV activity
SERVE userid@node OFF
