i have a teacher and a student that have requested a new list be created on
our site. i've created this list and have 2 questions.
 
1. does putting confidential=no with no service= or local= keywords now
   allow all nodes to be able to subscribe
 
2. i've also been informed that i need to announce this list. what are
   the steps.
