Yes and no...  Yes they do but you can get around it like this:

to: LISTSERV
Sunject:

//JOB PW=<YOUR PASSWORD>
COMMAND ONE THAT NORMALLY REQUIRES PW= AT THE END
COMMAND TWO THAT NORMALLY REQUIRES PW= AT THE END
...etc...

That can be done with any variables....  IE if you want all of them to
have REPLY-TO= set then set it there.
