Please don't ask LISTSERV to propagate a lack of institutional
foresight (that's not meant in a disparaging way).  Nevertheless,
I like the idea of a change-of-address command though.
 
It is probably more important for the institution to re-engineer
userid maintenance (people, computer, and processes) probably via
a central office.  Solve that problem, and most of your other
problems are resolved.
