Sometimes, yes.  However, there are techniques.  Like going over to the
property line and firing a large bore shotgun in the air (not advisable if
you live in town).  Often quite effective, you only have to do it once
and they generally pay attention to your "Shut up!" ever after.  Works
especially well for non-hunting dogs.  I trust everyone can see the
corollaries as they apply to email/lists/spams.
