Just ADD (not QUIET ADD) your "special" subscribers --they'll each
receive either one, the other, both or neither of the Welcome/Signup
messages, depending on whether you created/deleted those messages,
respectively.

BTW, unless you have a really compelling reason, it's generally not
considered very polite to QUIETly ADD people to a mailing list (even if
they've asked to be added, it's appropriate to acknowledge that they've
indeed been added, and LISTSERV can do that quite effectively for them
and you; among other things it assures that their email address is
correct for receiving messages, it reminds them of the list's purpose,
it lets them know _when_ they were added to the list, it provides them
with information on how to contact you in case there's a problem or if
they don't want to be receiving mail now or from that list, etc).
