If a list is set to Review=Private, and a non-subscriber sends in a review
command, they get back:

You are not authorized to review the XXXXXX list.

If a list is set to Review=Owner, and a non-subscriber sends in a review
command, they get back:

You are not authorized to review the XXXXXX list. Only the header of the
list will be sent.
File "XXXXXX LIST" has been mailed to you under separate cover.

Why is a header sent in the second instance and not in the first? Can we
have Review=Owner and not have the header sent out?
