My guess is that they understand very well, and that the reason why they
don't want to have FTP and TELNET on their system is, precisely, that
they want their system to be used to its fullest potential for whatever
it is it was originally bought to do (sorry, my knowledge of the "well"
is very limited), and not as a general-purpose Internet access facility.
Due to their non-profit nature, they would probably be quite competitive
in this respect and attract a bunch of people with no interest whatsoever
in the other services they are offering.
