Do you require the soon-to-be list-owner to do a LISTS OF LISTS (cf.
LISTSOF LISTS at ndsuvm1) search to see if there are already
established lists (either LISTSERV-based or other-server based) that
might already fulfill the stated purpose?
 
Once established, do you encourage them to post to NEW-LIST (I've
searched NEW-LIST and at least one person at CUNYVM does so).
