There would be two objections to this:

1) Messages from non-list-subscribers would go to the editor for
moderation.  (That's how Send= Editor works.)  Assuming I understood
the original message correctly, Mr. Alfano wanted these messages to
be rejected outright.

2) Messages from subscribers would not go to the editor for approval.
(Since you've defined all mailing list subscribers as editors.)
