Other posts that detail how to set up a list so that most subscribers'
posts are posted directly, but selected (and new) subscribers' posts
come to the editor for approval (and possible editing, which is
apparently not possible in a single step with the REVIEW setting) is
in the archives under the thread subject "Setting individual
moderation (REVIEW)".
