Ok, Nathan is the "caretaker" so he decides what is and what is not
off-topic. So who is Pete Weiss? One problem I have with my list is that
some users think they should determine content on the list. I generally feel
that if a subscriber has something to contribute they should post to the
list, if they  don't want something posted by someone else they should send
a request to list-l-request. Nathan may trust Pete's judgement but if Pete
is rightously stepping in to moderate the list it seems a failure on
Nathan's part unless Pete is actually a listowner, editor, or moderator.
Sometimes users on my list get it right and bark at someone who is
out-of-bounds, sometimes they don't get it right and cause confusion about
what the rules actually are. I guess the rule here is, If someone posts a
moderating request and Nathan doesn't say anything then he agrees.
