Presumably, the term "one-way list" refers to an announcement list, as
opposed to a discussion list. My experience as the administrator of a
LISTSERV server hosting over 4400 lists leads me to believe that the
"announcement vs discussion" test is not a valid method of determining
whether a list should or should not have a digest. We have several
announcement lists which are configured with "digest" as the default
for new subscribers, because that configuration meets the list owners'
needs.
