In addition to what Nathan has already said, the concept of timed
delivery over the wide-area Internet is inherintly flawed. There are too
many processes to synchronize, assuming you could, Processes such as
local network, ISP, wide-area (backbone), router, circuits, DNS, SMTP,
security db, real-time queuing algorithms (mail might not be delivered in
order), etc.
