Or, in the case of LISTSERV, messages get passed through the list until
the Daily-Threshold value is hit (default=50) and the list is held until
the list owner releases it...one assumes <after> fixing the problem by
deleting the user in question, and possibly setting the list to moderation
until the queue clears out.
