Note the difference between OWNER and OWNERS.  The former is
the first listed non-quiet owner; the latter all non-quiet
owner(s).
 
* NOTIFY= OWNERS would be all non-quiet ownerS
* ERROR=  OWNER  would ONLY be the first.
 
Place the G.A. first, and the Faculty second.
Make sure the list definitions are per the above keywords
and don't depend upon the default.
