Are you talking about WA.EXE? You can go take a look at it at:

http://peach.ease.lsoft.com/archives/lstown-l.html

You'll see a "Post to the List" link which allows you to post from
the web interface (but you must have a password registered).
If click on one of the months, you'll see a link called "Join or
Leave LSTOWN-L" which also includes setting your subcription options
(again, you must have a LISTSERV password to prove that you are who
you claim to be).

It comes with LISTSERV 1.8d (which is still in beta).
