To put a more positive spin on "where to post," I would recommend
tha new listserv list announcments go to the "usual" place of
[log in to unmask], but only AFTER you have read and
performed the instructions in the document NEW-LIST FORMAT
(available via GET to [log in to unmask]). Also, several
Usenet groups exist for Web-related announcements.
