Actually I think if you set a specific date <including the year> the
renewal probe will be forced for everyone.  I do this myself from time
to time on a couple of lists.  Try something like

* Renewal= Monthly,98/05/01,Probe

(you have to use tomorrow's date or it won't go, since today's renewals
have already gone out) and it should probe everyone tomorrow morning.
