Douglas et al. are correct.  And there are good reasons for that 
behaviour too.  On one list that I manage, an announce-only, has multiple 
MODERATORS any of whom can approve a post, and ALL posts must be 
approved.  This keeps out wayward MTA/MUAs, spoofed mail, and other 
assorted nasties.
