The easiest way to subscribe everyone to the sublist is to get a copy of
the list and copy it to the sublist.

The easiest way to set any list's subscriptions to "nomail" is
to send an email message to the listserv's address and issue
the following command:

   set listname nomail for *@* pw=xxxx
