You can't really prevent the resubscription, but you can filter the new
address two as soon as the first objectionable post shows up (or sooner if
it's obvious that the new subscriber is someone trying to bypass a filter).
If the new address is, or is likely to be, from the same domain, the best
course may be to take the objectionable behavior up with the host
administrator.
I suspect problem subscribers who have to keep finding new domains to login
from will tire of the trouble and expense more quickly than you will tire
of extending filters.
