Change this to

Send=Editor,Hold
Editor= moderator,(UNMOD-L),(MOD-L)

If you want the Editor to approve his own posts for MOD-L, you want to
use Send=Editor,Hold,Confirm on MOD-L. And of course MOD-L's editor
should either be subscribed to one of the lists, or set as an editor in
UNMOD-L as well.

You also probably want:
SET UNMOD-L IETFHDR FOR MOD-L@host
(to preserve all header info until the post hits MOD-L)

Of course MOD-L posts will have 2 bottom banners, since they are
going through UNMOD-L first -- UNMOD-L adds its bottom banner
before sending it to MOD-L, then MOD-L adds its bottom banner before
passing it on to its subscribers. I'm not sure what part of  this is
unexpected or unexplainable.

The loop on the other hand doesn't seem right. UNMOD-L isn't
subscribed to MOD-L is it?
