The opposite of HOLD (list held) is FREE. No posts are allowed, but will
accumulate in the msg queue and will be released when the Owner issues FREE
command. ADD/Delete and changing SET options can occur.
The opposite of LOCK is UNLOCK. A Locked list occurs upon command
GET listname (HEADER No *changes to the list* are allowed (nobody can be
added or deleted, nobody can change any SET options) but posts are
processed normally. Can be UNLOCKed or simply PUT back the revised Header.
