One of the powers of L-Soft's LISTSERV is it global knowledge of where
all of it's public lists are located.  You can address any well-known
(backbone) listserv site, or if you can't think of one, use bitnet
node LISTSERV, or Internet LISTSERV.NET.  E.g., e-mail
[log in to unmask]
 
list global /new-list
 
or perhaps
 
q new-list
