What is an 'exit' and how is it created?  Can this be done by the list
owner or does he need some help from the postmaster/admin guys?
 
If the header can be handled by an exit of some kind, like someone just
suggested, then the simplest thing is this: if anyone asks to review the
list, then have this exit give them the INFO text.  How might this exit
be created?
