PRIME= setting in the List header.

Whether the message will be submitted to Moderator(s) would be determined
by other settings and would apply any/all days of week, regardless of
PRIME=

No.  The From: line cannot be changed.  But the List Identification is
clear both in the To: and Subject: lines which should be adequate.
