Have you considered the possibility of TOPICS? One list, moderated,
with topics MOD, UNMOD (and of course, ALL). The only "editing"
a moderator might do is change topic as below:
Poster's Moderator's Moderator's
TOPIC Decision Action
-------- ----------- -----------
UNMOD N/A post as topic UNMOD
ALL Approve post as topic ALL
ALL Disapprove post as topic UNMOD
MOD Approve post as topic MOD
MOD Disapprove return to poster
omitted Approve post as topic ALL
omitted Disapprove post as topic UNMOD
(presumably, by posting as MOD, then the poster wants to re-edit it
to meet approval if necesssary, rather than have it posted right now
in an unapproved form.)
Presumably, subscribers would want either ALL or MOD (and not
just UNMOD).
This might be easier to pull off than the two-list scenario you're
thinking about, but I've never tried to use TOPICS, related lists,
or moderate a list, so I can't claim it'll be any easier.
