If the messages are not passing through his mail server, how does he know that
they are bcc'd to external addresses? Is he receiving complaints from the
recipients? Do those complaints contain the full message headers? If so,
and if the headers clearly show that the messages did not pass through his
system, then there is nothing further he can do about the situation, except
explain it to the complainers.

If he is not receiving complaints from the recipients, then the only way he
can possibly know that messages sent to his lists had 'bcc' recipient
addresses is by comparing the MTA log entries with the message headers and
seeing that there are recipient addresses in the log entries that do not
appear in the headers. If that is the case, and if his MTA is accepting
messages from external sources for delivery to external destinations, then
he is running an open relay.
