Not quite.  The quota counts are reset (as are individual quotas, etc) but the list does NOT automatically become FREEd.  Clearing a HOLD always requires a 
manual command from the List Owner.  This is because HOLD is considered an error condition preventing LISTSERV from processing further messages for whatever the reason is (disk quota exceeded, archive
file or directory does not exist or cannot be accessed, etc).  A message indicating the reason for the hold is sent to the 
Owner(s) (and the server admin) but sometimes they do not get it (for other reasons) or understand what they need to do.
