As documented, change the last word on the Notebook= line.

For example:

 Notebook= Yes, e:\lists\lstown-l, monthly, public 

change to 

 Notebook= Yes, e:\lists\lstown-l, monthly, private


That is all that is necessary to invoke LISTSERV's password protection for the
message archives.
